Digital divide : the developing world

The digital divide has closed over the last decade, yet per capita rates of internet usage in the developed world outnumber those in the developing world, eight-to-one.

Though the figures differ depending on the source, estimations on the magnitude of this effect are similar. For example see;

Fuchs, C. and Horak, E., 2008, ‘Africa and the digital divide’, Telematics and Informatics, vol. 25, no.2, pp. 99-116.

They report internet pentration rates as 2.6% and 17.9% for Africa and the Rest of the World respectively. The ratio is still the same order of magnitude (and numberically similar ~1:8).
